How about this: some seem to gain weight just by looking at a piece of cake, while others can keep eating without gaining a gram.
In any case, it is never the case that you gain weight from looking at something.... But there is some truth to it.
Resting metabolism
It appears to have something to do with 'resting metabolism'. This is the rate at which your body converts everything you eat into building and fuels without you doing anything. Resting metabolism varies from person to person and depends on height, age, gender and weight. It is higher in some people than others, so some people digest their food faster than others.
Active life
So, this could have something to do with why some people don't gain weight and others do (quickly). But, then again, it's not like this is the only thing that matters in weight gain. In general, people who say they have a fast metabolism also have a more active life. And these are not just people who exercise fanatically, but also, for example, people who cannot sit still. Because they are so mobile, they burn more energy and therefore can eat more. In addition, people generally cannot properly estimate the calories they take in and overestimate their daily exercise.
